Third party software: rulesets in Software?

The draft on third party software refers to the fact that different
distros will have different measurements of e.g. "free enough" for
their policies.  For instance what Fedora might not label in a special
way, another distro might label "nonfree."

Does Software contain, or will it contain in the future, rulesets that
are applied to the metadata to tune the labeling of software?
