If password-nothing at installation, then the "gnome on wayland" of login-screen is skipped and therefore cannot setting at login ?

At Gnome Desktop environment  of Fedora workstation,
maybe, if the user-password is set as nothing when installation(=by anaconda), 
then at the login-screen after boot, 
the password-nothing mode do automatic-login after deciding the login-user name,
therefore password-input-screen is automatic skipped  and not view,
therefore gnome-switching screen ( Gnome / Gnome classic / Gnome on wayland/ )  is also automatic skipped and not view, 
therefore wayland cannot setting and cannot switching at login screen. 

This phenomena is a defect. Even though without-password, we should be enable to go to the setting screen of wayland at login-screen.
