Yes, this needs some more thought. Right now the answer is that they are
mostly meant to be installed through http://extensions.gnome.org/ web
interface instead. This won't work very well long term though since the
NPAPI plugin interface that the extensions web interface relies on to do
actual installation is deprecated by all major browser vendors.

We'll have to figure something out, but right now gnome-software doesn't
have any support for gnome-shell extension installation.
