There was for a long time smolt: https://fedorahosted.org/smolt/ But the data it gathered was limited and the server end proved difficult to maintain, and the maintainer moved on. Then there was census: https://git.fedorahosted.org/cgit/census.git But it never got much work done on it. The latest attempt is canvass: https://github.com/fedora-infra/canvass I'd urge you to talk to the folks working on canvass and see if we can all work on the same thing moving forward.
