I don't think it is a risky proposition to assume that for the vast majority when people install the Fedora Workstation using the GUI installer they are installing a single-user machine for personal use. I know there are other users too of course, but for instance I doubt that someone doing a corporate Fedora install on a large number of machines install them one by one using the GUI installer. So I think we shouldn't optimize the options in the GUI installer for such scenarios.
