As I understand it, it's a systemd 216 change and as such only affects rawhide. F21 has systemd 215. No need to panic, not just yet :) Also, rtcm and I both tried systemd timesyncd NTP support a month ago on F21 and couldn't get it to actually sync or do anything useful while it worked fine with chrony. It looked like the newer rawhide systemd 216 had a bunch of fixes in that area though.
