I myself can think of three general reasons for including Qt packages: 1) To make sure we have all the required components installed for proper Qt app theming under GNOME Shell; 2) To make sure plugins, e.g. various image loaders are installed because apps are likely to not have explicit dependencies on those. 3) To define a base platform that 3rd party apps could rely on; we'd make sure to avoid breaking ABI once we define something as part of the platform.
