Yes, we have a bug on the issue to to tie smart card detection to hal.

Even this is wrong. You should use either udev or hal to ensure that the
daemon is running only when the hardware is present (assuming USB; if
people still use serial ports then they can manually edit some config
file to make sure the daemon starts up.)
