Ok, so what are the problems with a really naive solution like this: When a session is swapped out from a console, some system daemon revokes the ACL:s and signals the user PulseAudio daemon to give up the device. If it doesn't comply, more force will probably have to be used. (Timeouts in user interfaces suck though.) It could be as simple as sending SIGHUP/SIGUSR1, SIGTERM and SIGKILL to whatever process is currently hogging the device.
