No.  vsftp uses the native OS usernames and passwords.  You do need to
be root.

If you have a choice, you might be better off using openssh's built in
"sftp" for better security on the wire.  Unfortunately, most windows
boxes don't have an sftp client installed.

BTW, this probably is not the best list for this discussion.  You might
get better responses to this kind of question on the fedora-list.
