Design Team Badges series

Hello everyone,

I was going through badges and discovered that most of Design Team badges have never been awarded. For example, for this one https://badges.fedoraproject.org/badge/m-maybe-design-design-team-ii I can easily come up with quite a few nominees off the top of my head or by looking at closed tickets on Pagure, but as you can see "This badge has never been awarded!".

So I was wondering: who has the rights to award them and would like to help giving them to people?
