The process is:
  inkscape converts SVG to PNG
  GIMP edits levels, fixes bends, and blurs
  composite and convert (from ImageMagick) overlay, scale, crop, etc.
It's basically a 3-tiered process.

I'm also thinking of using optipng to make the output PNGs smaller. So
that makes 4-tiers.
