CHICAGO—The U.S Department of Transportation's Federal Aviation Administration (FAA) is proposing a $76,000 civil penalty against Atlantic Technical Systems, Inc., for allegedly violating Hazardous Materials Regulations. 

The FAA alleges that on Nov. 11, 2013, Atlantic Technical Systems offered three, four-liter containers of isopropyl alcohol to FedEx Corp. for shipment by air to Woodstock, Ill. Employees at FedEx's sorting facility in Cary, Ill., noticed the shipment was leaking. According to Department of Transportation regulations, isopropyl alcohol is considered to be a flammable hazardous material and must be properly packaged and declared.

The FAA alleges that Atlantic Technical Systems did not declare the hazardous materials. The shipment was not properly classed, described, packaged, marked, labeled and in proper condition for shipment under regulations. The FAA further alleges that Atlantic Technical Systems did not provide emergency response information with the package, and did not ensure that its employees had received the required training for shipping hazardous materials.

Atlantic Technical Systems has had informal discussions with the FAA about the case, which remains pending.
