If no options have been specified to mke2fs, newer versions of e2fsprogs 
are shipping with /etc/mke2fs.conf which holds a few defaults.

No, I don't know of such a tool. Parsing tune2fs -l output and passing 
this to mke2fs seems the way to go here...
