They did; try "logdump".

It's still done at block level, but it provides some ability to browse
the log for all occurences of a given block in the log etc.

Should it be possible to use JFS tools on ext3 filesystem?

I tried it out but get an error message (perhaps will contact ibm
therefore soon)

jfs_logdump /dev/hdk1
jfs_logdump version 1.1.11, 05-Jun-2006
Device Name: /dev/hdk1
LOGREDO:  Device is not a file system device. [logredo.c:1259]
