jep, it was ACKed by Andrea (see 2.4.20-rc2-aa1) and now by even more people
even though I've posted that kind of problems when 2.4.19-pre6 came out :-)

Anyway, even Andrea's aproach with the elevator-lowlatency isn't a real
solution but a kind of good workaround.

For now if I use anything > 2.4.18 I'll exchange:

drivers/block/elevator.c
drivers/block/ll_rw_blk.c
include/linux/elevator.h

and use the 2.4.18 files + some small modifiions (to get it compiled) and to
get rid of those problems (stopps).

P.S.: Have you tried to ping your mashine while those stopps occurs? For me
the reply of a ping also stopped until the mashine reacts again. Kinda
      lame eh? ;)
