[RFC PATCH 5/7] drm/sti: replace "select RESET_CONTROLLER" with "depends on ..."

RESET_CONTROLLER should be select'ed by SoCs that support reset
controllers.  Use "depends on RESET_CONTROLLER" to describe dependency
between two drivers.
