[PATCH 1/4] drm: consolidate common list implementations

This is used by radeon and freedreno and will be used
by amdgpu.  I looked at switching to libdrm_lists.h,
but it's pretty horrible.  E.g., DRMLISTFOREACHENTRYSAFE.
