There are two RBs per SE and there are two SEs on bonaire.  So I think
it should be 4.  it might be better to export the enabled_rb or
disabled_rb mask so we know which physical rbs are enabled.  That way
we can calculate PA_SC_RASTER_CONFIG and PA_SC_RASTER_CONFIG_1
properly in the mesa driver for harvest cards.
