Add the control path component that talks to the management processor (QSM) to load workloads onto the AIC100 device. This implements the KMD portion of the NNC protocol over the QAIC_CONTROL MHI channel and the DRM_IOCTL_QAIC_MANAGE IOCTL to userspace. With this functionality, QAIC clients are able to load, run, and cleanup their workloads on the device but not interact with the workloads (run inferences).
