[PATCH] make 'vmw_fences_perform_actions' static

This fixes the following checkpatch warning :
drivers/gpu/drm/vmwgfx/vmwgfx_fence.c:274:6: warning: symbol
'vmw_fences_perform_actions' was not declared. Should it be static?
