With dual monitors this can happen occasionally, I can either turn one of the monitors off, or as I have done lately is to modify the Launch options of the game on steam to use -phased_window_create. I have no idea why this works. I will run with the setup and report back if it continues to solve the issue or if I have just been lucky.
