Yours would have the mobility flag set, so it would go to the second battery state (state 4) in multi-head mode. It seems like the wrong setting too. Stepping up though the clock modes would do nothing. It'd be better to switch from power state 3, 5 and then 4 when going from low to high, and just leave the clock mode on 1.
