Reproducible on an R9 390 with kernel 5.1.6-arch1-1-ARCH using amdgpu driver.
Setting amdgpu.dpm=1 or changing amdgpu.dc does not have any effect.

Also, sensors does not report the current fan RPM:
amdgpu-pci-1d00
Adapter: PCI adapter
vddgfx:       +1.00 V  
fan1:             N/A  (min =    0 RPM, max =    0 RPM)
temp1:        +59.0°C  (crit = +104000.0°C, hyst = -273.1°C)
power1:       47.24 W  (cap = 230.00 W)
