[PATCH] backlight: pwm_bl: Use SIMPLE_DEV_PM_OPS()

Use the SIMPLE_DEV_PM_OPS() macro to declare the driver's pm_ops.
As a side effect, removing #ifdef CONFIG_PM_SLEEP will improve
compilation coverage.
