[Bug 93826] 2560x1440 @144Hz graphic glitches and bad refresh rate

Just like Scott Mereau posted before I also run into the problem with a
FreeSync monitor @75Hz with the default power_dpm_force_performance_level set
to auto.

Manually setting it to high works around the problem, with all the nagative
impacts going along like higher temperatures and power consumption.

The monitor in question is a Acer Technologies Acer VG270 connected via HDMI:

HDMI-1 connected primary 1920x1080+0+0 (normal left inverted right x axis y
axis) 598mm x 336mm 
  1920x1080     74.97*+  59.96    60.00    60.00    50.00    59.94    59.93

The AMD card is a Radeon RX 570 Series (POLARIS10, DRM 3.27.0,
4.19.4-300.fc29.x86_64, LLVM 8.0.0) (0x67df)

Running following kernel/xorg/mesa combination:

Kernel: 4.19.4-300.fc29.x86_64
xorg-server: xorg-x11-server-common-1.20.3-1.fc29.x86_64
LLVM: compiler-rt-8.0.0-0.1.r347296.fc29.x86_64
mesa: mesa-dri-drivers-19.0.0-0.65.git3c96a1e.fc29.x86_64

Is there any additional information I could provide which could help to
identify and work towards a fix?
