To add to my previous comment, this tends to happen when:

1) Resuming from suspend

2) Automatically powering the monitors back on even if the computer had not
suspended (e.g., after turning off due to powersave)

This is on Cosmic Cuttlefish. This happens both on xorg or wayland. Under xorg,
I am also experiencing a very strange issue where the computer will wake up
from suspend, display the Gnome lockscreen for 10 seconds but ignore my input
(e.g., keyboard or mouse), then power the monitors back off. Then, after a
minute or two, the monitors power back on and allow me to enter my password
(assuming that the computer doesn't freeze due to this amdgpu issue).
