We can certainly reduce the time amdgpu needs to load, but I'm not sure that we can get under 100ms. See on the hardware side when switching between power states we need some delay before the clocks/voltages are stable. And we need to do this multiple times during driver startup. On top of that comes the display code which has some timeouts for probing the connectors.
