I believe your assessment is correct.  The driver sees two monitors attached,
one on the DVI and one on the VGA connector.  Whether or not they are the same
monitor is irrelevant from the driver's perspective since the drier sees two
monitors and lights them up.  Two HD monitors is really pushing the bandwidth
capabilities of this old card.
