[GIT PULL] etnaviv-next-fixes for 4.15

Hi Dave,

unfortunately we found some issues with the new perfmon implementation
post-merge, so here are 2 patches to disable the feature again. It
keeps most of the code in place, so we can fix it up in-tree, but
rejects any requests from userspace using the feature.
