The following commit introduced another implementation of ci_send_msg_to_smc()
which is causing compile issue with allyesconfig.

To reproduce the issue:
checkout the latest drm-tip
make allyesconfig
make

...
drivers/gpu/drm/amd/powerplay/smumgr/ci_smc.o: In function
`ci_send_msg_to_smc':
ci_smc.c:(.text+0xea0): multiple definition of `ci_send_msg_to_smc'
drivers/gpu/drm/radeon/ci_smc.o:ci_smc.c:(.text+0x300): first defined here
make: *** [vmlinux] Error 1
