After a fresh boot on bare metal, these are the results I get in a root TTY. I have seen mention of vfio-pci using device specific resets though. https://www.spinics.net/lists/kvm/msg116277.html So I will try to completely take it out of my test. I'm not sure about pci config access, since I don't know how to verify this. Any instructions would be appreciated.
