[PATCH 04/21] drm/etnaviv: extend etnaviv_gpu_cmdbuf_new(..) with nr_pmrs

This commits extends etnaviv_gpu_cmdbuf_new(..) to define the number
of struct etnaviv_perfmon elements gets stored.
