bug in 4.9.5 through 4.9.11 kernel

Greetings mighty developers :)
im reporting a bug in which the aforementioned kernels when compiled
with the AMDGPU driver fail to properly function in the presence of a
Tonga PRO card.  The driver is loaded, the cards fans then spin up to
100% and the system becomes unresponsive to ctrl+alt+del.  additionally
no graphics are displayed.  it is all sound and fury.
