Most hypervisors do not provide access to pci config registers which the driver needs access to to determine what pcie speeds are available. That said, this should work better with amdgpu and the 4.10-wip kernel: https://cgit.freedesktop.org/~agd5f/linux/log/?h=drm-next-4.10-wip
