Allow setting DIO_TEST_DEV during runtime, by reading the environment variable. The test was fragile despite the delay, because the real io_getevents() call isn't guaranteed to return the number of events requested. Fix that. Moreover, allow reading DIO_TEST_DELAY (in us) from the environment. With the io_getevents fix, for me the test succeeded even with 0 us delay. Change the README accordingly.
