As long as libmpathpersist links to libmultipath, that wouldn't change a thing for external users. If the intention is to make libmpathpersist usable by proprietary code, you'd need to decouple it from libmultipath by using cli commands. If there's no such intention, all we need to do is clarify the license situation.
