[PATCH 34/57] Always set DM_UDEV_DISABLE_LIBRARY_FALLBACK

The 'DM_UDEV_DISABLE_LIBRARY_FALLBACK' should be set always,
as with modern installations udev is responsible for maintaining
the '/dev/mapper' directory.
