PROBLEM: powertop reports 8000 spurious interrupts/s from USB disk

[2.] Full description of the problem/report:
I am frequently seeing bursts of (exactly) 8000 interrupts per second
from my USB controller; it seems to be closely related to activity on
my USB hard disk, although the relation is somewhat vague.

I have been experiencing this problem for a while now, but I have not
bothered to report it until now. It does not seem to cause any visible
performance difference, but it probably stops the CPU from going into
deeper sleep states and is otherwise wasteful.

The effect is painfully visible from powertop as well as dstat. As
seen in lspci output later, I have two EHCI USB controllers: one
integrated nVidia CK804 chipset controller (usb3), and another Via
"VT82xxxxx" PCI controller (usb2); the problem is reproducible with
_both_ of these, and powertop accounts interrupt counts to the
controller where the disk is attached to.

The disk contains one large LVM volume, which stores a typical ext3 file system.

Here is the powertop output from one of these events:

What is obviously visible from the dstat output is that the ~8000
interrupts keep arriving even when there is no actual activity on the
disk, and it also causes no noticeable CPU load.

Note that I used to have the "experimental" CONFIG_USB_SUSPEND option
disabled in kernel versions 2.6.24 and earlier.

[5.] Most recent kernel version which did not have the bug:
I am pretty sure this symptom dates back to 2.6.18, but I probably
just didn't notice it before that. In any case it is not a recent
regression.

[7.] This is how I can typically trigger the situation:

# sometimes mount already triggers the event:
mount /dev/portable/media /mnt/media -t ext3 -o noauto,noatime,nosuid
# if mount did not trigger it, listing a long directory typically helps:
ls -la /mnt/media/music
# this often (but not always) stops the interrupt flood
umount /mnt/media
# if the prior did not work, this always seems to work:
vgchange -a n portable
