If you look back at older tarball releases (or CVS) you'll see 
how to do it: go to the patches subdirectory (common) where the 
patches are split up.

Apply the non-dm-component patches for 2.4.21 or whatever from 
the old tarball, then the up-to-date patches for the dm-components.
(e.g. use the 2.4.21 versions of everything except for 
linux-2.4.26-rc1-devmapper.patch).
