You must (much like in non LUKS way) run a luksOpen first - then re-size. I did only see that you re-sized the volume directly without during the luksClose first. If you run a isLuks or luksDump on your volume - what does it say? Feel free to scramble your unique data. Try resizing using correct ordering and if that does not work run the commands (isLuks, luksDump) I suggested.
