You need the "unstable" package of cryptsetup for a version that
supports LUKS.

I have added the following to /etc/apt/sources.list to be able to
install the latest ("unstable") version of cryptsetup:

#Unstable
deb http://ftp.us.debian.org/debian unstable contrib main non-free
