So if CONFIG_USB_OTG is not chosen, even platdata->ci_otg_caps.hnp_support
is true, it will be act as pure host or peripheral, right?

After ci_hdrc_add_device, the device may begin to enumerate, we need to
make sure otg capabilities before the device goes to work.
