Currently I can't see how this should look like. We shouldn't care too much about how we can factorise things that don't need to be factorised. We have a single user for a clock like this one. This /2 output is not an output, it really is an input of some other clocks. This whole thing is currently a mess, I agree, but still, it's the exact same clock from a register point of view.
