I understand that this series is intended to be minimal but I suggest
expanding this series a bit more such that at least a basic EDU device
works along with MSIs from EDU device. This will give us a more
usable IOMMU driver sooner and also allow people to do more
testing.

Subsequent series can add more features (such as IOMMU_DMA,
HPM, etc) incrementally.
