[PATCH 1/2] dt-bindings: arm: rockchip: Add Protonic MECSBC board

MECSBC is a single board computer for blood analysis machines from
RR-Mechatronics, designed and manufactured by Protonic Holland, based on
the Rockchip RK3568 SoC.
