What does runtime PM have to do with it? If runtime PM enables clocks, these are real signals and not optional. The bindings is quite unspecific in that matter which is not what we want usually. If you have implementation which does not have these clocks exposed, then disallow them. Just don't make it floating like it is in existing binding and how Andrew continues for new devices.
