This looks unused. I'm not sure we even want to do it though? Would it be better if we wrote these registers in the SMP boot code with whatever value we're using to boot secondary CPUs? That way we don't have a dependency between the SMP code and this code to know to use the same values. We should also think about moving that SMP boot code into this file so that such dependencies are implicit.
