[PATCH 4/4] kdump: reduce unnecessary parameters of parse_crashkernel_{high|low}()

Delete confusing parameters 'system_ram' and 'crash_base' of
parse_crashkernel_{high|low}(), they are only needed by the case of
"crashkernel=X@[offset]".
