[PATCH net-next v2 6/6] net: lan966x: Add switchdev support

This adds support for switchdev in lan966x.
It offloads to the HW basic forwarding and vlan filtering. To be able to
offload this to the HW, it is required to disable promisc mode for ports
that are part of the bridge.
